GENERAL QUESTIONS

A Community Services Board, or a CSB, is a behavioral health agency. There are 40 CSBs across Virginia, and they provide a variety of services that cover behavioral health.

We provide services for mental health, developmental disability, substance use disorder, crisis support services, and prevention.

The ESCSB does not provide any inpatient treatment.

All staff members at the ESCSB are bound by federal and state laws regarding an individual’s health information. All staff members are educated about these laws yearly and held to the highest standard regarding confidentiality of health information.

OUTPATIENT TREATMENT

The ESCSB does not provide inpatient treatment. However, the ESCSB receives limited funding from the state and the federal government to help individuals pay for inpatient substance use treatment when it is needed. Depending on the availability of funds, the ESCSB contracts with several inpatient and detox programs in Virginia to provide this service.

Please bring your insurance cards, referral paperwork, and/or income verification, if you do not have insurance.

PAYMENT AND INSURANCE

Yes. While ESCSB is an agency of local government, we are required to charge fees according to the Virginia Department of Behavioral Health and Developmental Services and by the Code of Virginia. Each service is billed on a fee-for-service basis. When you come for your intake assessment, you will meet with a member of our finance team who will check if you have insurance.

If you have no insurance benefits, our finance staff will determine the cost based on income and the number of individuals in your family.

Under no circumstances will care be denied due to a consumer’s inability to pay.

Payment is due at the time of service. If you have health insurance, we will bill your insurance carrier for your service. It will be your responsibility to pay any deductible, as well as any co-payment.

We accept Medicaid, Medicare, and most private providers.

Prior to, or at your first appointment, you will have a financial meeting. During this meeting, you and a member of ESCSB’s staff will work together to establish a payment plan within your ability to pay.

For individuals who do not have insurance, we offer a sliding scale fee. This means that the fee for your treatment will depend on your income. For this reason, we ask that you bring income verification if you do not have insurance.

No one will be denied access to services due to an inability to pay.

CRISIS AND EMERGENCY SERVICES

Emergency services clinicians are on-call 24 hours a day, 7 days a week.

During business hours (8:30 am to 5:00 pm) you may call 757-442-7707 or come to our Emergency Services office located at 24233 Lankford Highway, Tasley, VA 23441

After business hours you should call 757-442-7707 and ask to speak to the emergency services clinician on-call. The clinician will return your call.

The best-case scenario is that an individual will agree to seek help on their own. However, there are times when involuntary commitment is needed for the safety of the individual and others. Call Emergency Services to help you through this process.

If the individual presents an immediate danger, call 911 and ask for a Crisis Intervention Team-trained officer.   

DEVELOPMENTAL SERVICES

You may call 757-442-3933 and ask to speak with a Case Manager regarding interest in our services.

Developmental Services Case Management is located at 3462 Main Street in Exmore, VA 23350

There is normally a waiting list for residential and day support services. The Infant Intervention program cannot have a waiting list so services start immediately. Case Management can usually be provided within 6 weeks or sooner.

Yes! We encourage potential participants to visit our facilities and tours can be arranged by a Case Manager.

In a few cases, there may be a patient pay obligation; however, this is not the majority of situations. Income governs this, which is determined by the Department of Social Services.

Depending on the situation, you could call the ESCSB Emergency Services Department at 757-442-7707 or Case Management at 757-442-3933.

Emergency Services operates 24/7 and handles mental health emergencies that can occur in persons with a diagnosis of developmental disability AND mental illness.

All other emergencies should be directed to Case Management. By calling Case Management Services, you can receive assistance with any questions you may have. If we are unable to assist or are not the appropriate agency to help you, we will direct you to other resources who may be able to provide the assistance you need.

PREVENTION SERVICES

ESCSB’s Office of Prevention Services provides primary substance abuse prevention services to youth ages 3-17 and their parents. Through a variety of community and school-based programs and activities that are intended to support families and youth experiencing high levels of risk, we work with children and their parents to help prevent substance abuse.

TRANSPORTATION

ESCSB provides transportation services for those in need. Please call (757) 665-1260 ext. 103, if you need to arrange transportation to an appointment.
